The Chicago Bulls were in full tank mode this year, and they know they have a lot of work to do with their roster to really compete again in the Eastern Conference.

Although they might not tank again this upcoming year, they really don't expect to compete, and according to Mark Schanowski of NBC Sports Chicago, the Bulls will wait until the 2019 0ffseason before they really try and make a splash in free agency:

“The assumption in league circles is the Bulls will wait until 2019 to make their big move when players like Klay Thompson, Kawhi Leonard and Kyrie Irving could be on the market, and might consider signing with the Bulls after watching another year of development from LaVine, Lauri Markkanen and Kris Dunn.”

With the roster the Bulls have right now it would probably be pretty tough to convince a star to join forces with the team they have right now because even with a star they probably aren't quite good enough to win now.

If they make a few small moves this offseason and Zach LaVine, Lauri Markkanen and Kris Dunn can use next season to improve and show some big strides they might be able to convince one of the starts next offseason to join the team.

With that being said they need to be smart with their money this year and make sure they don't spend unwisely. If they try and make a little splash this year and overpay, that could hurt their chances at getting that big star next year.
