The details of the new 4 star character slated to release in Genshin Impact Version 2.7, Kuki Shinobu, are now officially announced. This includes her Elemental Skill, Elemental Burst, Talents, Constellations, and Materials that you need to farm should you wish to pull for and raise Kuki Shinobu once she releases.
“The capable and reliable deputy leader of the ‘Arataki Gang.” Please note: capable and reliable are not appellations for the ‘Arataki Gang,' but for their deputy leader in specific.”
Her ascension stat is HP%, which is pretty unusual on its own. Fully raised at level 90, the bonus her ascension stat gives her can reach up to 24%. Kuki Shinobu is an Electro 4 star character, and wields a Sword. Her Astrolabe is named “Tribulatio Demptio,” and she has the title “Mender of Tribulations.”
Her English Voice Actress is Kira Buckland, who has lent her voice in a plethora of media. Buckland is known for voicing and doing the motion capture for Nier: Automata's 2B. Like Yelan's Voice Actress, she has also worked in the Persona 5 series, as Kuon Ichinose from the spin-off game Persona 5 Strikers.
Kuki Shinobu is voiced by Kaori Mizuhashi in the Japanese voice-over. Mizuhashi voiced Tomoe Mami in the Mahou Shoujo Madoka★Magica series, as well as Oshino Ougi in the Monogatari series. She has also lent her voice for Matsushima Michiru of the Grisaia series.

Kuki Shinobu Talents
Normal Attack: Shinobu's Shadowsword
Normal Attack
- Perform up to 4 rapid strikes.
Charged Attack
- Consumes a certain amount of Stamina to unleash 2 rapid sword strikes
Plunging Attack
- Plunges for mid-air to strike the ground below, damaging opponents along the path and dealing AoE DMG upon impact.
Elemental Skill: Sanctifying Ring
Creates a Grass Ring of Sanctification at the cost of part of her HP, dealing Electro DMG to nearby opponents.
Grass Ring of Sanctification
Follows the current active character around. Deals Electro DMG to nearby opponents every 1.5 seconds and restores HP for the active character based on Kuki Shinobu's Max HP.
The HP consumption from this skill can only bring her to 20% HP.
“Band the Naku Weed into a loop about your waist, and it shall exorcise evil.”
Her elemental skill costs 30% of her current HP to activate, and has a duration of 12 seconds with a cooldown of 15 seconds.
Elemental Burst: Goei Narukami Kariyama Rite
Stabs and evil-excoriating blade into the ground, creating a barrier that cleanses the area of all that is foul, dealing continuous Electro DMG to opponents within its AoE based on Shinobu's Max HP.
If Shinobu's HP is less than or equal to 50% when this skill is used, the barrier will last longer.
This was originally a technique used in weeding and in ritual prayers for the yearly harvest, but Shinobu has not forgotten it, though her life as a shrine maiden may have ended.
Goei Narukami Kariyama Rite has a duration of 2 seconds, and can be extended to 2.5 seconds if Shinobu's HP is less than or equal to 50% upon usage. The cooldown is 15 seconds and requires 60 energy to cast.
Passive: Talent for Daily Life
Gains 25% more rewards when dispatched on an Inazuma Expedition for 20 hours.
Passive: Breaking Free
When Shinobu's HP is not higher than 50%, her Healing Bonus is increased by 15%.
Passive: Heart's Repose
Sanctifying Ring's abilities will be boosted based on Shinobu's Elemental Mastery:
- Healing amount will be increased by 75% of Elemental Mastery
- DMG dealt is increased by 25% of Elemental Mastery
Kuki Shinobu Constellations
To Cloister Compassion
Goei Narukami Kariyama Rite's AoE is increased by 50%.
To Forsake Fortune
Grass Ring of Sanctification's duration is increased by 3 seconds.
To Sequester Sorrow
Increases the Level of Sanctifying Ring by 3.
Maximum Upgrade level is 15.
To Sever Sealing
When the Normal, Charged, or Plunging Attacks of characters affected by Shinobu's Grass Ring of Sanctification hit opponents, a Thundergrass Mark will land on the opponent's position and deal AoE Electro DMG based on 9.7% of Shinobu's Max HP.
This effect can occur once every 5s.
To Cease Courtesies
Increases the Level of Goei Narukami Kariyama Rite by 3. Maximum upgrade level is 15.
To Ward Weakness
When Kuki Shinobu takes lethal DMG, this instance of DMG will not take her down. This effect will automatically trigger when her HP reaches 1 and can trigger once every 60 seconds.
When Shinobu's KP drops below 25%, she will gain 150 Elemental Mastery for 15 seconds. This effect will trigger once every 60 seconds
Other Details
Her namecard is called Kuki Shinobu: Net. Here's the in-game description:
“You know those Naku Weed rings they have in Inazuma? You know, the kind that can drive out evil? Shinobu got the idea that since wicked things won't cross their boundaries willingly, we could make them into items that could be actively used. Ah, her talent for being a shrine maiden truly is frightening…”
Her Special Dish comes from Omelette Rice, called Omurice Waltz. This will decrease all party members' climbing and sprinting Stamina consumption by 25% for 1500s. In Co-Op Mode, this effect only applies to your own character(s). The in-game description reads:
“Kuki Shinobu's specialty. The soft egg skin almost seems to dance upon a stage made from sauce, with fluffy rice wrapped under its swaying skirt. This would even be a match for the work of Uyuu Restaurant's head chef. Truly, Shinobu's chef license was not earned in vain.
Kuki Shinobu Lore Tease
Although Kuki Shinobu joined the Arataki Gang at a later stage, she is a powerful figure who transformed the whole gang. After she arrived, the gang's business scope expanded to all walks of life, including but not limited to: legal consultation, business negotiation, banquet catering, clothing customization…
What's even more surprising is that the lackadaisical Arataki Gang was able to produce all the relevant practice certificates, all signed with the same name: Kuki Shinobu.
It is said that this second-in-command had studied abroad, and it is also said that she has close affiliations with the Tenryou Commission.
When outsiders hear this, they inevitably have many suspicions. However, the residents of Hanamizaka who often deal with the Arataki Gang are different, and they always go to her for advice on various matters without any reservations.
In their opinion, discussions with Kuki Shinobu are always smooth and efficient.
Just always keep in mind the following two rules:
One, do not attempt to find out how she looks like under her mask.
And two, don't ask why she has to steer clear of the Grand Narukami Shrine every time she heads out for a job.
