Mitch Kupchak, who is now in his second year as the general manager of the Charlotte Hornets, insists that they “will not be an active player” in free agency.

Instead, the team will be focused on developing their players, as well as building their roster through trades and draft picks.

“We will not be an active player” in free agency, Kupchak said, per the Associated Press via NBC Sports. “I think we can build a culture here and get enough assets and have a promising enough future and really attract the kind of free agent you want to spend that kind of money on – but I don’t think you can do it right now.”

Kupchak is known for his stint as the general manager of the Los Angeles Lakers, which resulted in several titles. With the Hornets, he's expected to turn the franchise around after the departure of star guard Kemba Walker.

Based on his plan, it seems that Kupchak knows that building an organization from the ground up is the way to go. They can only lure an elite star once the team has a strong foundation.

Kupchak seems to be combining his hefty experience in the front office as well as the recent events that transpired.

In the summer Paul George and Kawhi Leonard teamed up and joined the LA Clippers — a team that has established a formidable team even without an All-Star caliber player. The same happened with the Brooklyn Nets, who were able to lure in Kyrie Irving and Kevin Durant.

It shows that while an elite player has the capability of turning the franchise around, he cannot do it himself. A strong group of role players — who can win with or without a star player — is imperative for any team who is serious about winning the title.
