The NBA's one-and-done rule, which means which requires NBA prospects to enter the draft a year removed from their high school graduation, could be done in a matter of years. Jaylen Brown of the Boston Celtics supports the move, referencing military draft rules to argue for it.

Brown said:

“I think if you can serve in the military at 18, you should be able to play in the NBA. That would be my argument,” per Tom Westerholm of MassLive

The rule was established in 2006. But with Silver at the helm — a vocal proponent of the change, the rule could be scrapped by 2021. Recently, after the conclusion of the latest round of owners' meetings, Silver said that the NBA is ready to make the change but it won't come right away.

“My personal view is that we’re ready to make that change, he told Sam Amick of USA Sports Today. It won’t come immediately, but…when I weighed the pros and cons – (and) given that (former Secretary of State) Condoleezza Rice and her (NCAA) commission has recommended to the NBA that those one-and-done players now come directly into the league and, in essence, the college community is saying ‘We do not want those players anymore,’ I mean that sort of tips the scale in my mind that we should be taking a serious look at lowering our age to 18.”

Silver shared what they have discussed. It included, among others, noting the pros and cons of lowering the minimum age of 19 years old down to 18. In relation, another matter discussed was the development of younger players before they enter into the big leagues, noting that organizations like the NCAA and USA Basketball will come up and engage with the prospects.

Silver noted that priority will be given to those elite players who have a pretty good chance at making it in the NBA. The next step now will be to sit down with the Players Association.

From Silver's words, the NBA is taking it step by step. They know fully that not all change brings a positive impact. Even if one is a top prospect in high school or in college, it's not automatic that he'll dominate in the NBA.
