Odell Beckham Jr. is done with the Cleveland Browns and should have a new home in the NFL soon. Unsurprisingly, Beckham wants to go to a contender, per ESPN's Adam Schefter, but there's also a chance a non-contender puts in a waiver claim on him.
Apparently, Beckham could cause a stink if he winds up on a non-contending team:

It's unclear just what kind of “issues” there would be, but this is clearly being put out there to scare certain NFL teams off. There are only a handful of teams that can put in a waiver claim on Beckham because of his salary:
While teams always have ways to create salary-cap space, as of this morning, nine NFL teams had over $7.25M in cap space, the amount now needed to claim Odell Beckham, Jr. next week: Jaguars, Eagles, Broncos, Seahawks, Panthers, Chargers, Steelers, Washington, Bengals.

If Beckham clears waivers, he's free to sign anywhere, and he's definitely hoping to have that choice after things didn't go well for him in Cleveland. Beckham and Baker Mayfield just never got on the same page, resulting in the decision to release him after the Browns failed to trade him.
Beckham and plenty of others around the NFL think he still has a lot left in the tank. He has to prove it, though, after struggling to make an impact with the Browns when healthy and also missing a good chunk of time with a torn ACL. Perhaps in the right situation he'll look like his old self again.
