Tony Hawk's Pro Skater 3+4 was already in the plans according to Tony Hawk, until Activision decided to fold Vicarious Visions to Blizzard.
Tony Hawk reveals that Tony Hawk's Pro Skater 3+4 was scrapped by Activision
In spite of the success of Tony Hawk's Pro Skater 1+2, it appears that Activision Blizzard decided to scrap Tony Hawk's Pro Skater 3+4. This happened, according to Tony Hawk of all people, when Activision decided to fold developers Vicarious Visions to Blizzard, which then became Blizzard Albany. Because of this change, the games developer studio of about 200 employees became a support studio to Blizzard's larger projects. Hence, the studio is no longer allowed or assigned to become lead developers for games. This follows that any plans for new titles to be headed by Vicarious Visions would have to be scrapped. And to be honest, if it won't be Vicarious Visions, then we're just glad that Activision didn't give Tony Hawk's Pro Skater 3+4 to anyone else.
Vicarious Visions has been a great developer for bringing back old games and dressing them up with better re-releases. Tony Hawk's Pro Skater 1+2 is just one example, but Vicarious Visions also worked on Blizzard II: Resurrected and Crash Bandicoot N. Sane Trilogy. Hence, it was mind-boggling for Activision Blizzard to decide to make Vicarious Visions a support studio when it's clear that the folks over there could make amazing games. Well, we're sure that Blizzard Albany now still has the same skilled and creative people, but we doubt we'll see any more games in the same vein as Tony Hawk's Pro Skater and other games similar to it from them due to the studio's new arrangements.
