The Buffalo Bills are on the short list of teams that provided optimism for the future despite losing in the playoffs in 2019. Without a doubt, the future of the franchise is reliant on Josh Allen continually improving at quarterback.

Besides Allen, the Bills need to continue building a contending roster on both sides of the ball. Of course, that is dependent on what Buffalo chooses to do in NFL free agency and in the 2020 NFL Draft.

Prior to free agency, the Bills are projected to have around $82.8 million in cap space, per Spotrac. That is more than enough money to re-sign some of their marquee free agents and add some more talent.

Even with an ample amount of cap space, it is vital for Buffalo to add some talent through the draft. With that being said, what would a perfect offseason look like for the Bills?

3. Draft Laviska Shenault or Tee Higgins in the first round of the 2020 NFL Draft

Last offseason, the Bills signed both John Brown and Cole Beasley to shore up the receiving corps. The first season with Brown and Beasley was a definitive success as they combined for 139 receptions, 1,838 yards, and 12 touchdowns in 2019.

Despite the efforts from Brown and Beasley, it was apparent in the postseason that Buffalo desperately needs to add another receiver into the mix. Fortunately for the Bills, this year's draft class of receivers is extremely deep.

In the first round, Buffalo should consider selecting either Laviska Shenault or Tee Higgins in the draft. Regardless of who the Bills select, they can't go wrong with either Shenault or Higgins.

2. Sign Robert Quinn

As free agency looms, it seems like a predetermined notion that the Bills are willing to let Shaq Lawson walk in free agency. Due to Lawson's likely departure and Lorenzo Alexander announcing his retirement, Buffalo is definitely going to be in the market for an edge rusher.

Of course, at the top of the list of available free agents, Jadeveon Clowney and Dante Fowler are the most coveted options off of the edge. While the Bills have enough money to sign either Clowney or Fowler, it's likely that they choose from a tier below them.

Seeing that the Bills could use a veteran defensive end, Robert Quinn makes perfect sense for them in free agency. Quinn had a resurgent season in 2019 as he recorded 11.5 sacks with the Dallas Cowboys — the most in his career since 2014.

1. Re-Sign Jordan Phillips

Aside from Lawson, the Bills also have to make a decision on Jordan Phillips in free agency. Back in 2015, Phillips was a second-round pick for the Miami Dolphins.

But after three seasons of little to no production, the Dolphins released him in 2018. Buffalo would then claim him off of waivers and in 2019, he put together a remarkable season.

The Oklahoma product notched 9.5 sacks, 13 tackles for loss, and 16 quarterback hits. Even though the Bills have Star Lotulelei and Ed Oliver on the roster, it would be best for the team to retain Phillips beyond 2020.
