LeBron James has joined the Los Angeles Lakers. DeMarcus Cousins has joined the Golden State Warriors. Paul George has re-signed with the Okhoma City Thunder. Carmelo Anthony has joined the Houston Rockets. With the offseason hitting September, it's unlikely that any more monumental moves occur in the NBA. Consequently, outlets and writers are evaluating the offseason that was, and looking to figure out who were the winners and losers of the 2018 offseason.

ESPN's Kevin Pelton is the latest to hand out grades for the offseason moves by Western Conference teams.

Not surprisingly, the Lakers and Warriors are leading the pack, both receiving an A- grade. The Lakers obvious centerpiece to the offseason was the addition of LeBron James and for the Warriors, the rich get richer by adding a fifth All-Star to their championship-caliber roster.

Coming in towards the bottom of the list is the Houston Rockets with a grade of D+. Daryl Morey is considered one of the best in the business, but his club had a rough offseason. They lost two key pieces in Trevor Ariza and Luc Mbah a Moute. The biggest splash the Rockets made was by signing Carmelo Anthony, but he cannot replace what Ariza and Mbah a Moute brought to the Rockets on defense. Melo's defense is downright horrendous and there is no doubt that the Rockets' defense will take a step back next year.

Morey and the Rockets did manage to re-sign Clint Capela, which was a necessary move. If they hadn't brought back the restricted free agent, the Rockets may have fallen to the very bottom of this list.

The Spurs were tied with the Kings for the worst grade in the Western Conference with a D. But this isn't so much a reflection on Gregg Popovich and R.C. Buford as it is a result of the difficult position Kawhi Leonard put the organization in.
