Houston Rockets general manager Daryl Morey thinks the NBA should consider having free agency start before the draft.

Morey says it can be hard to prepare for the draft in terms of a team's needs, since players who are still on the roster can possibly leave once the free agency period starts.

Let's say a team drafts a small forward instead of a point guard because it already has a floor general, but then that point guard leaves in free agency. It puts teams in a hard position.

Morey says the NFL does it right by having free agency first and then the draft. The Rockets' architect also talked about tampering and how it hurts the NBA to have “unenforceable rules.”

It doesn't seem like the NBA can do anything to stop tampering. Players are always going to talk among each other. Agents and general managers will continue to have conversations behind the scenes.

In terms of having free agency before the draft, that seems like an idea the NBA should consider. It would help teams prepare for the draft better.

Having free agency start right after the Finals ends would be effective, even though one could say that's how it is already. Kyrie Irving seemed to have a deal with the Brooklyn Nets for quite some time. Kemba Walker also had an agreement with the Boston Celtics before June 30.

Daryl Morey and the Rockets acquired Russell Westbrook from the Oklahoma City Thunder after OKC traded Paul George to the Los Angeles Clippers. One could say the Rockets benefited from Kawhi Leonard convincing George to request a trade, since they got Westbrook as a result.
