After a couple of years of the NFL’s Rooney Rule not producing much, the man whose name it's based on is speaking up, saying that it’s time to take a look at just how the process is being carried out.

Steelers owner Art Rooney II spoke to The Athletic’s Tim Graham earlier this week as part of a report on the surprising lack of African American coaching on the offensive side of the NFL. According to Rooney, the NFL should begin judging the Rooney Rule – a rule that tasks teams with interviewing at least one minority candidate for a head coaching position – by its results.

“We have to judge our progress on the results,” Rooney said (via Pro Football Talk). “It’s like looking at your team. You are what your record says you are. I’m not going to sit here and accuse anyone of racism, but the facts are what they are. We have to look at the opportunities that were given to minorities this latest round and see what can be done about it.”

If the Rooney Rule is what its record is, then it isn’t very good. The last few years have been rough for minority coaches, as more have gotten fired than have been hired, and only one job in the last two hiring cycles have gone to minority candidates. As it stands, there are currently only two minority offensive coordinators, and five quarterbacks coaches in the league.

The league has been firm on not expanding the Rooney Rule to requiring teams to interview for coordinator jobs, but according to Rooney, it might be time.

“I wouldn’t be opposed to looking at it,” Rooney said, “but I would say the real question in my mind is how do we make sure there are people coming into the pipeline that have the opportunity to move up into these positions.”

In a league that is dominated and generally made famous by minority players, it’s odd to see the coaching structures not include many at all, and it seems as if its becoming clear to certain owners that things will have to change in order to fix these problems. Whether or not Rooney speaking up results in any change is anyones guess, but the fact that he is speaking up shows that it’s on peoples minds.
