Week 3 of the 2019 NFL season made it clear that after the top few teams in the league, there's not much separation in the middle of the pack, making it difficult to stay consistent with our power rankings. Not every team is as easy to judge as the red-hot Kansas City Chiefs or the tanking Miami Dolphins, so there was quite a bit of movement on this list once again.

The previous week was also defined by the influx of young quarterback talent. While Mason Rudolph struggled for the Pittsburgh Steelers; folk hero Gardner Minshew, New York Giants rookie Daniel Jones, and undrafted Carolina Panthers signal caller Kyle Allen burst onto the scene with impressive outings. Beyond just the new faces, Week 3 set an NFL record with 20 starting quarterbacks under the age of 27.

We'll see how the youth movement under center performs in their next outings as we look at ClutchPoints' NFL power rankings for Week 4.

32. Miami Dolphins (0-3)

The Dolphins managed to keep their last game against the Dallas Cowboys close through the first half, but drops and untimely fumbles still kept Dallas ahead before they ultimately pulled away. While losing is the plan for Miami, they should be somewhat encouraged by some of the throws Josh Rosen has made so far, even if they're not yielding results.

31. New York Jets (0-3)

Sam Darnold is reportedly trending toward playing in Week 5, but he's far from the only problem for this franchise. While their schedule eases up in the second half of the season, they could very well be 1-7 or 2-6 by the time they get there.

3o. Washington Redskins (0-3)

The Redskins offensive line is an absolute disaster, and they can't keep anybody out of the end zone (hello Taylor Gabriel). Terry McLaurin is a bright spot with more than just his numbers, but this franchise is going nowhere fast.

29. Cincinnati Bengals (0-3)

Week 1 was a mirage for the Bengals, as the team has sputtered to an 0-3 start. They managed to fight back to take a late lead in Buffalo, only to watch the Bills easily march down the field for the game-winning score. Joe Mixon's role and performance within Zac Taylor's offense has been especially disappointing.

28. Arizona Cardinals (0-2-1)

After a couple of close games to start the season, the Cardinals came back down to Earth against the Panthers. Kyle Allen shredded their secondary and Christian McCaffrey had no problem piling up rushing yards. Unless Kyler Murray is at the top of his game at all times, it's difficult to see Arizona coming away with many wins this season.

27. Tampa Bay Buccaneers (1-2)

Shaquil Barrett has been a revelation for a Tampa Bay defense; though it hasn't made the improvement everyone hoped for with the added talent and new defensive coordinator Todd Bowles. Daniel Jones had no problem moving the chains over and over in his first career start, even without Saquon Barkley on the field. No matter how well the offense plays, it's tough to see the Buccaneers go anywhere with this defense and shaky special teams (no Bruce, your kicker is not better from further away).

26. Denver Broncos (0-3)

Heading into the season, there was an assumption the Broncos defense would take a huge jump with all of their talent and Vic Fangio's genius. Instead, they don't have a sack through three weeks and the offense looks no different than a year ago with Joe Flacco at the helm.

25. Oakland Raiders (1-2)

Previous rank: 22

Few expected the Raiders to go into Minnesota and come away with a win, but it's still clear this team isn't ready to compete with playoff contenders just yet. Darren Waller fantasy owners are thrilled with the chemistry he's built with Derek Carr. However, this offense hasn't clicked otherwise the past two weeks.

24. New York Giants (1-2)

It only took the Giants and general manager Dave Gettleman two weeks to retract their plan to sit Daniel Jones this season, and it immediately yielded major results. Jones dazzled in New York's first win of the season, but they still would've lost if Tampa Bay could make a manageable field goal. The defense is a huge concern, and losing Saquon Barkley will be felt more when Jones faces defenses better than the Bucs.

23. Pittsburgh Steelers (0-3)

While other upstart quarterbacks shined on Sunday, Rudolph struggled against an improved San Francisco 49ers defense. Pittsburgh forced five turnovers in that game, but the offense only managed to score six points after them. That won't cut it.

22. Tennessee Titans (1-2)

The Titans followed up a lackluster effort against the Indianapolis Colts with an abysmal offensive performance against the Jacksonville Jaguars. Marcus Mariota remains average, and while the defense is stout, this team isn't going anywhere in the AFC South without a passing game.

21. Jacksonville Jaguars (1-2)

Gardner Minshew and the Jaguars were a two-point conversion away from beating a pair of division rivals over the last two weeks. The defense wants to bring back the Sacksonville mantra, and Minshew appears more than capable of filling Nick Foles' shoes. DJ Chark has also been a revelation at receiver, as fantasy football owners should be well aware of.

20. Cleveland Browns (1-2)

Injuries have devastated the Browns' secondary the last couple weeks, but their pass rush continues to cause problems for the opposition. The concerns come on the other side of the ball, where the offensive line, play calling, and Baker Mayfield have struggled to find a rhythm. For every Nick Chubb run that didn't happen on their final possession against the Los Angeles Rams, there was still Jarvis Landry coming open for the tying score on third down and Mayfield having a wide lane to run into the end zone on fourth.

19. Carolina Panthers (1-2)

Previous rank: 21

The Panthers offense looked much better with Kyle Allen stretching the field, but it came against the Cardinals. We'll wait to see what they can do against better competition the rest of the way.

18. Atlanta Falcons (1-2)

Clearly, the power rankings can't make up its mind about the Atlanta Falcons, as they drop back to the 18th spot after moving all the way up to 10th a week ago. The offense was essentially flawless in the second half against the Colts, but it didn't matter because of the mistakes that came earlier and a defense that looks mediocre despite being much more healthy than a year ago.

17. Detroit Lions (2-0-1)

Despite struggling to consistently run the ball (3.1 yards per carry), the Lions are finding ways to win, whether it be with forcing timely turnovers or scoring on special teams. It might be difficult to keep up this play all year, but we have to give credit where it's due after an upset win in Philadelphia. Darrell Bevell has something cooking with that offense as well.

16. Los Angeles Chargers (1-2)

Keenan Allen might be the most underrated wide receiver in the NFL, but the Chargers' patented early-season woes have returned in 2019. If Los Angeles can stop turning the ball over in the second half when they're trying to protect leads, they should be one of the better teams in the AFC. So far they haven't played up to their potential, even with the injuries to Derwin James and Adrian Phillips. We'll see what Melvin Gordon's return does for them potentially starting in Week 5.

15. Buffalo Bills (3-0)

The Bills defense dominated the first half against the Bengals, and while they did yield 17 points in the second half, Josh Allen's interception in Buffalo's own territory didn't help matters. As ESPN's Bill Barnwell pointed out, no defense has been put in as many tough situations with field position going back to the beginning of last season. As the offense continues to take strides and potentially opens things up downfield, the Bills could find their way into the playoff conversation in the AFC.

14. Seattle Seahawks (2-1)

It appeared that the stars aligned for the Seahawks to start 3-0 this season, with Ben Roethlisberger going down a week ago in their win over the Steelers before Drew Brees' thumb injury kept him out of their Week 3 matchup against the New Orleans Saints. Instead, Seattle got socked in the mouth early and didn't make the score close until they let Russell Wilson air it out already down 33-14. As long as the Seahawks hamstring their best player with their game plan (and their defense lacks its former luster), they won't reach their potential.

13. Philadelphia Eagles (1-2)

The Eagles' defense is a problem, and while injuries aren't solely to blame, being down to just three healthy cornerbacks Sunday didn't help. The Lions may be better than a year ago, but this is a game the Eagles circled as a win heading into the season. We'll see how they bounce back quickly when they took on the Green Bay Packers on Thursday night.

12. San Francisco 49ers (3-0)

The 49ers defense looks nothing like its shaky self from a year ago, and it's not just because of the pass rush. The secondary has taken strides and overall the unit is trending toward the top 10 in the NFL. Allowing just six points off five turnovers, albeit against the Mason Rudolph-led Steelers, is not something to ignore.

11. Indianapolis Colts (2-1)

Before Andrew Luck retired, the Colts were widely considered by NFL analysts to be a Super Bowl contender. While that might be too strong of a sentiment now, the overall talent of this roster and head coach Frank Reich's prowess needs to be appreciated. The offensive line is still one of the league's best, and not just because of Quenton Nelson, since the rest of the unit has been stellar. If Jacoby Brissett continues to play this well, Indianapolis will be tough to beat in the AFC South race.

10. Chicago Bears (2-1)

The Bears offense looked much better with a simplified game plan in Week 3 against the Redskins, and while the defense started out hot and forced turnovers all night, there were a few points where Washington was moving the ball easier than they'd like. We'll see what they're made of Sunday against the Vikings.

9. Houston Texans (2-1)

For everything that can be said about the lack of depth across the entirety of the Texans roster, we can't deny just how special Deshaun Watson is as the Texans crack the top-10 for the first time in these power rankings. Watson makes a below average offensive line look fine with his ability to elude the pass rush, but you really see how incredible he is when he has time in the pocket, picking apart the Chargers last Sunday. They might struggle against the AFC's best, but if Watson stays healthy there's no reason this team won't be in the big dance.

8. New Orleans Saints (2-1)

On Sunday, the Saints reminded their critics that they're much more than just a Hall of Fame quarterback. Teddy Bridgewater won his first game starting under center since his career almost ended prior to the 2016 season, but his 1.9 average air yards for attempt is the lowest in the league and proves the offense is still limited. No matter, because the offensive line remains one of the game's best and Alvin Kamara is a freak of nature. Their defense is solid as well, and they should be just fine weathering this storm until Brees returns to the fold.

7. Baltimore Ravens (2-1)

Lamar Jackson wasn't on top of his game and the Ravens still hung close with the Chiefs on Sunday, which is no easy feat. Outside of Arrowhead Stadium, Jackson is yet to lose in the regular season in his career, and he has more weapons than last year. If the defense can come together over the course of this season, Baltimore will move back up this list.

6. Minnesota Vikings (2-1)

The Vikings are a few bad breaks away from being 3-0 as they prepare to host the Bears in Week 4. This will be a huge test for Kirk Cousins against a defense he struggled with last season, as well as Dalvin Cook given Chicago's prowess against the run. The defense is why Minnesota remains with the NFL's elite.

5. Green Bay Packers (3-0)

We're beginning to see the Packers offense come around, and that's a scary proposition for the rest of the league given how strong their defense is. Jaire Alexander is quickly becoming one of the NFL's best cornerbacks, and the rest of the secondary isn't too shabby either. Add the strongest pass rush they've had in years, and the Packers have about as complete of a team as there is in the NFC.

4. Dallas Cowboys (3-0)

The Cowboys continue to run through weaker competition, and this week they face a Saints team minus Brees. It will still be a big test, primarily for an offense that is yet to face a unit that stands a chance against their talent and new system under Kellen Moore. Last season Dallas' defense shut down Kamara, who figures to be a big part of the game plan Sunday.

3. Los Angeles Rams (3-0)

It hasn't been pretty, but the Rams are still stacking wins. Their pass rush completely took over against the Browns last week, and the secondary is loaded. We've seen flashes of the offense clicking, and when that happens over the course of a full game, it's going to be trouble for everyone else. Oh, and we tried to tell you Cooper Kupp would be a fantasy football monster.

2. Kansas City Chiefs (3-0)

The Chiefs offense continues to perform at video-game levels, scoring no less than 26 points in every start in Patrick Mahomes' young career. The defense is still a question mark, but they do look better than a year ago. It might not matter either way, because Mahomes plus Andy Reid plus endless weapons equals all of the points for Kansas City.

1. New England Patriots (3-0)

The Patriots have demolished three bad opponents so far, and while the Bills aren't exactly the class of the NFL, they at least present a challenge to New England's offense. With Isaiah Wynn and James Develin both out, they'll have to get creative to protect Tom Brady against a hungry Buffalo defense and they'll run much less 21 personnel, at least the smash-mouth version that proved vital when they made their run in 2018.

On the flip side, New England's defense is yet to allow a touchdown since the AFC Championship game in January, and Buffalo's receivers just don't stack up against the NFL's best secondary.
