Despite the controversy involving this year's Rookie of the Year, NBA Commissioner Adam Silver revealed that he has no plans in changing the rules.
As reported by Chris Haynes of ESPN, Silver said:
“There are no plans to change it,” he said. “We've had that rule in place for some time. If we were to change the rule, we wouldn't do it midseason. We would at least wait until the winner of the award is announced. But there have not been any discussions about changing the rule.”
Silver added that he's open to suggestions:

Fans have been debating about the top two rookies of the season, Ben Simmons of the Philadelphia 76ers and Donovan Mitchell of the Utah Jazz.
Simmons logged in 15.8 points, 8.1 rebounds and 8.2 assists per game. Many believe that he's not a legitimate rookie since he was drafted two years prior. But an injury forced him to sit out an entire year. But the rulebook says that Simmons is, in fact, a rookie since he didn't play a single game.
Mitchell, on the other hand, logged in 20.5 points per game, 3.7 rebounds, and 3.7 assists. Fans believe that Mitchell is a real rookie and therefore should be given the award.
The two even taunted each other a few months ago with Mitchell as the initiator. He once wore a hoodie which had the definition of rookie printed on it. Simmons responded by saying that he's confident that he'll win rookie of the year.
