The Green Bay Packers have been relatively quiet so far in NFL free agency. On Monday, the team made two smaller moves, signing linebacker Christian Kirksey and offensive tackle Rick Wagner. Both players will have a chance to start for the Packers, but they aren't the moves the team needs to make in order take the next step into the Super Bowl.

During the 2019 regular season, the Packers won ugly, but they still got the job done. They finished the season with a 13-3 record and earned a first-round bye in the playoffs. In the playoffs, the Packers were able to defeat the Seattle Seahawks and advance to the NFC Championship Game, where they fell to the San Francisco 49ers by a final score of 37-20.

Entering the NFL offseason, general manager Brian Gutekunst spoke out about knowing that he needed to make some moves. Adding a more athletic linebacker (Kirksey) and figuring out how to replace Bryan Bulaga (Wagner) were two of the main needs. However, there is one need that the Packers still must focus on in free agency.

Anyone care to guess what that need might be? If you guessed wide receiver, you would be absolutely correct.

Last season, the Packers struggled mightily when Davante Adams went down with a toe injury. Allen Lazard ended up being the team's No. 2 wideout, but that isn't ideal. Marquez Valdes-Scantling was expected to take a big leap forward in 2019, but that did not end up happening.

Green Bay could look to the 2020 NFL Draft to find wide receiver help, but that may not help them right now as much as they need. Turning to free agency to find a wideout would make much more sense.

There are quite a few targets the Packers could look into. Among them are Robby Anderson, Emmanuel Sanders, Breshad Perriman, Demarcus Robinson, and Nelson Agholor. Any of those options would be quality No. 2 targets for Aaron Rodgers behind Adams.

Lazard was also tendered and will be back in 2020. While he showed promise in 2019, the Packers would feel much more comfortable with him as their No. 3 or No. 4 wideout. A dream scenario for the Packers would be finding a quality fit in free agency and then drafting a wideout in the first or second round of the NFL Draft.

All of that being said, it will be interesting to see what the Packers end up doing this offseason. Gutekunst has shown no issues with spending in free agency and the Packers still have over $15 million to spend. If they do choose to upgrade at wide receiver, the offense should look much better in the second year under Matt LaFleur.
