According to the release by the NBA, Butler was fined for “violating league rules governing media interview access” as well as for “his noncompliance with the resulting NBA investigation.
In layman's terms, the Heat star was fined because he refused to speak with the media after the All-Star Game. He then did not participate in the consequent investigation into why he refused to do so.

Although he didn't speak to the public directly after the game, the Heat forward was very active on social media afterward. He posted meals, activities, and workouts during his vacation over the NBA All-Star Break, and even posted a hilarious NSFW “Twosday” video.
$25 thousand is just a drop in the bucket for Butler, who has much bigger things to focus on. The Heat are 38-21 on the season and hold the 2nd spot in the Eastern Conference. Butler leads his team in points per game with 21.8. He also averages 6.4 rebounds and 6 assists each game.
