The Houston Texans don't have a general manager for this season and have said that they will use a committee approach for the job. One of the first big moves without a general manager was the team trading for running back Duke Johnson from the Cleveland Browns, and according to Ian Rapoport of NFL Media, it was Bill O'Brien who was in charge of that trade.
The Duke Johnson trade was done by #Browns GM John Dorsey and #Texans coach Bill O’Brien, I’m told. Without a GM, Houston has several qualified personnel people assuming different roles, but it was O’Brien on the phone with Dorsey.

O'Brien didn't get along with Brian Gaine, and it was a big reason why the team fired the former general manager. He also butted heads with Rick Smith who was in the role before Gaine. It appears that O'Brien has finally got his wish being in charge of the roster and although he doesn't have the title of general manager, it's clear that he is the one calling the shots right now.

The Browns backfield was crowded, and Johnson made it clear all offseason that he wanted to be traded away from the Browns to a team where he could have a bigger role.
The Texans have Lamar Miller as their starting running back, but with Johnson on board, they now have a very good one-two punch out of the backfield. Johnson is a great pass-catching back out of the backfield racking up 235 receptions already in his career. Johnson is currently dealing with a hamstring injury, but he is expected to be ready for the start of the season.
