As shared in this Tweet, the goals for nerfing Zeri are pretty straightforward. The changes are made with the aims of lowering her overall damage and mobility, as well as shifting damage out of base attack damage to make her Sheen buy weaker. Zeri's unorthodox bruiser build was also mentioned, and shifting the armor scaling into health will maker her HP purchases worse, as well as her shielding from her passive.
