As it turns out, Otto Porter Jr. of the Chicago Bulls was being drug-tested as the referees were reviewing the final play in their game against the Philadelphia 76ers.
Per Darnell Mayberry of The Athletic, Bulls head coach Jim Boylen confessed that it's his first time to take part in a controversial finish like that. He also added that Porter was taking a drug test that's why he wasn't on the floor.
Jim Boylen says he's never been a part of a finish like that. Says Otto Porter was already taking a drug test, which is why he wasn't on the floor at the end.

In the final play of the game with 0.5 seconds left, the 76ers had a chance to snatch the game away from the Bulls. However, they weren't able to convert on the drawn up lob play. Players on both teams both headed to the bench. Zach LaVine, who finished with 39 points, even gave a post-game interview thinking that the game was already sealed.

But after a thorough review by the referees, it turns out that the clock started ticking even though no one made contact with the ball. The officials then called back all players back to the court to redo the play. Porter Jr. — who was part of the initial play — had to be subbed out as he was taking a drug test. Per K.C. Johnson of the Chicago Tribune, Porter Jr. shared that he was about to come back but the final buzzer had already sounded. So he decided to just finish the drug test.
Otto Porter Jr.: "I was doing something for the league. Wayne subbed in for me. I was already in midstride so I couldn't stop. People were looking for me and couldn't find me. By that time, it was too late. I grabbed my jersey but heard buzzer and turned around to finish process"
