This seems like an odd pairing for a team committed to Josh Rosen for the immediate future. Keenum is would be a very expensive backup option for the Cardinals. In the thread attached to the above tweet, there are some financials worked out.
Keenum could be traded to the Cardinals as part of a cap relief maneuver for the Broncos, who recently acquired Joe Flacco. Arizona can then try to work out an extension that fits the standard pay of a backup quarterback. It is a complicated way to secure backup services, but Keenum will be one of the best in the league.

His experience as a start in Denver was not as nice. After throwing 22 touchdowns and seven interceptions in 2017, Keenum was 18/15, respectively, in 2018. He led the Broncos to a 6-10 record.
The connection here is through new Cardinals head coach Kliff Kingsbury. While he was at the University of Houston he churned out some good numbers with Keenum at quarterback. Having a backup who has worked with Kingsbury before will be a big help to Rosen.
This could become a very complicated situation if the Cardinals carry it out. There are a lot of moving parts. In the end, it could turn out to be what is best for their starting quarterback and their team.
