It appears the Oakland Raiders are going to be staying at the Oakland Coliseum for one more year after all.
Going into the offseason, the Raiders didn't seem to know where they would be playing the 2019 season and Oakland didn't seem to want them to play another year in their town.
However, after some discussions, it looks like the team will be playing in Oakland for 2019 and maybe even 2020, according to SFGate:

“It’s for one year for sure, with an option for the second year,” said one source who could not speak on the record because of the sensitive nature of the negotiations.
The agreement calls for the Raiders to pay $7.5 million for the 2019 season and $10.5 million for the 2020 season but the hope is they will only have to play one season in Oakland.
The plan is to have the new stadium in Las Vegas done in time for the 2020 season, but this is just a bit of extra insurance in case that stadium isn't done, and makes sure the Raiders won't be homeless again next offseason.
The Raiders had conversations with playing in Levi Stadium or Oracle Park but those talks fell apart because the team would have to get permission to play in San Francisco from the San Francisco 49ers.
