The Broncos' 25-page proposal also requires fans to wear face masks and socially distance. It remains unclear if tailgating outside the stadium prior to games would be permitted.

A task force was designated to concoct the plan, which will be submitted to state officials for approval in the next few days. The MLB's Colorado Rockies are working on their own proposal to allow fans into Coors Field.

“Any future actions will be dependent on the science, evidence and (epidemic) curve,” a state spokesman wrote to 9NEWS regarding the team's requests.

The Broncos are slated to host the Tennessee Titans at Mile High in Week 1. Their next home games will come in Week 3 against the Tampa Bay Buccaneers, Week 6 versus the Miami Dolphins (Oct. 18), followed by a Week 7 showdown against AFC West rival Kansas City Chiefs (Oct. 25).

The defending Super Bowl champions are among the NFL franchises aiming to kick off the 2020 season with limited fans at home games. In consultation with health officials, the Chiefs are selling tickets grouped in six seats or less with the intention to fill 22 percent of Arrowhead Stadium.
