As head coach Hue Jackson said recently, the Cleveland Browns have upgraded just about every position group this offseason. Wide receiver is one such position where they added some more pieces. They traded for Jarvis Landry and drafted Antonio Callaway to add to a group that already had Corey Coleman and Josh Gordon, who finally returned late in the season after a lengthy suspension.
According to Gordon, that reinforced rceiving corps is already the best in the entire NFL based on talent alone:

While there will obviously be people who will disagree with Gordon’s take, he’s at least not wrong when he says the Browns are not short on talent at the position.
Gordon is an athletic freak who’s already shown how high his ceiling is when led the league in receiving yards. Landry is arguably the best slot receiver the game who's been incredibly productive through his first four years in the league. Coleman is a former first-rounder, and Callaway could have been a high draft pick as well had he not had his issues in college.
But apart from Landry, there just hasn’t been anyone else in the group who’s shown he can consistently produce at the top level. Gordon possibly could’ve, but he’s battled substance abuse problems which have kept him off the field. The same problems could still haunt Callaway. Meanwhile, Coleman just keeps missing time due to broken hands.
On paper, the Browns do have the ability to be one of, if not the best receiving corps in the league as Gordon proclaims. But they must actually prove it on the field first before they go about coronating themselves as the best.
