For the most part, plenty of people have assumed that Cooper is going to be headed elsewhere in free agency. However, the Cowboys seem to be doing everything they can to keep the Pro Bowl receiver in Dallas.
At the midway point of the 2018 season, the Cowboys acquired Cooper from the Las Vegas Raiders in exchange for a first-round pick. In his first nine games in Dallas, Cooper corraled 53 receptions for 725 yards and six touchdowns.

After a career year this season, Cooper is slated to become an unrestricted free agent for the Cowboys. At the same time, Dallas is also focused on trying to get a long-term deal done with Prescott.
With the current wide receiver market, Cooper could command a contract that nears $20 million annually. Prior to the 2019 season, Michael Thomas and Julio Jones reset the receiver market with deals that were at least $20 million per season.
While Cooper is a talented wideout, the Cowboys realize they have to be careful with how they spend their money. In light of that, it remains to be seen what Dallas is willing to pay the former fourth-overall pick.
