NBA Commissioner Adam Silver has been relentlessly pushing a new NBA Draft Lottery reform proposal, allowing for change in the NBA Draft Lottery in order to de-incentivize tanking from lottery-prone teams.

But along with a plan to make the odds more even and make teams think twice before purposely losing games at the end of the season, is Silver's final gavel of discretion, allowing him to fine teams for resting players in multiple instances, according to ESPN's Adrian Wojnarowski.

“In the proposed resting legislation, Silver will have the discretionary ability to fine teams for resting players in several instances, including sitting multiple players outside of unusual circumstances in a single game, and healthy players in nationally televised ESPN, ABC and TNT games, league sources said.”

Silver is wisely using last season's instances of teams like the Golden State Warriors and the San Antonio Spurs sitting their key players on healthy scratches to give them an additional day of rest, a maneuver that cost the league millions in TV revenue due to the lack of interest from the audience.

The NBA has erased back-to-back games around nationally-televised nights in this new 2017-18 schedule, giving each coaching staff one less reason to sit their stars for these games of interest.

Teams will be encouraged to rest players in home games, instead of away games; with the star players rested expected to be on the bench and encouraged to make themselves accessible for interaction with fans.
