The Detroit Lions have undergone some major changes to both their player and coaching personnel this offseason. With the addition of former New England Patriots defensive coordinator Matt Patricia as the new head coach, it should come as no surprise that the Lions would focus their attention on his area of expertise.
The loss of defensive tackle Haloti Ngata left a glaring void up front. Fortunately, they were able to fill it by signing former Tennessee Titans defensive tackle Sylvester Williams, according to ESPN's Cameron Wolfe:

Williams was selected by the Denver Broncos with the 28th overall pick in the 2013 NFL Draft. He enjoyed a solid tenure as the anchor of a formidable Broncos defense that won Super Bowl 50.
That said, it was not long before he found a lucrative deal elsewhere. It came via a three-year deal with the Titans prior to the 2017 NFL season. However, after a down season, he was among those released from the team amidst all their coaching changes.
While his career numbers are a bit modest, Williams has made his bones in this league as a run-stuffer. This could bode well for a Lions defense that allowed 112.5 yards per game in 2017.
Detroit has been somewhat non-committal thus far in free agency given the number f one-year deals they have signed. However, it is likely the result of Patricia looking to keep his options open for a Lions team looking to make its mark in the NFC North.
